| PayPal Not Working?
Strange. I've never had this problem before - but after my most-recent upgrade, people can post with highlight, bold and stickiness without having to go through PayPal. I have it set so that it's free to place an add - but costs 99 cents for each of those options.. What could have gone wrong?
Thank you...

I would suggest you make sure you uploaded all files. This issue was tested to death to correct an issue where you could not edit an ad and make something bold italic etc
Now the upload portion has not changed so if you have an issue with new uploads which have not changed at all check out your payment processor settings and try uploading an ad yourself.

When I did the upload, I selected all the files and uploaded them through CuteFTP Professional.. When placing an ad, it's like PayPal isn't even an option. It's set correctly in the Admin CP in Payment Options... I'm really not sure how to proceed at this point..

Bulk upload? Is that a feature I need to turn off in order to make it work? Personally, I've just been uploading like I'd expect anyone to. A single image or so...

You just told me you uploaded the images by ftp which means you bypassed the upload page basically by using bulkupload to grab those images. If you upload an ad the normal way like a user you don't have an issue.

Sorry, I was referring to when you said, "I would suggest you make sure you uploaded all files.". I know I uploaded all the files because I "selected all" and uploaded them via Cute FTP.. This was in regards to the installation..
When I try to post an ad just like a visitor would, nothing regarding PayPal comes up...

Have you set the payment options in Admin => edit usergroups for which usergroups have to pay?
