Approving PayPal Ads

Can I approve PayPal ads before they clear PayPal.

Sound silly?

I would like certain members to be able to post ads for free.
If they go though the PayPlay motions but abort the payment it still creates the ad but will not allow the admin to approve the ad.

I would like to be able to approve them even though the payment is never made.

Is there a way?

Our system is waiting for the user to complete the transaction. The only way to approve "pending" ads is to go into the Admin section. Approve Ads area and select "Payment Pending Queue" from the dropdown.

From there you can "approve" ads that havent been paid for.
