I believe this line is not supposed to be in payments.tmpl:

<form method="post" action="{$Globals['maindir']}/showmembers.php">
(and maybe a closing form tag too)?

Atleast my payment didnt work before I removed it from Paypal section :-)

That is correct that is a bug and that line should be removed.
