is showing on one page as
On most pages it is right, and on the forum memberlist it is right.

would this be a similar issue in Photopost?
I notice when members post a photo and title it with an ampersand it comes up the same as described above

yes it would.

where do we make changes in Photopost so members can use " or & in their titles?

same relative line except I think its $phuser is the variable name
