Hello
This sounds to me like a simple process of some usergroups not being allowed to upload. Then again this would depend upon a more thorough explanation of your issue.
What do you mean by they cant upload.

Everything was working smooth. All of a sudden some members are complaining that the "place an ad" link on the right top is now missing. I checked and no permissions have changed for usergroups.

Have they been moved to different usergroups if your integrated with a forum something has changed and thats what needs to be tracked down.
Of one of your problem users have you traced the groups they belong to?

i think the users that are having problems were recently moved to a different usergroup but the new usergroup does have permission to place ads with the same limits.

In admin edit usergroups you hit resync usergroups this is integrated with a forum correct? If its a standalone you simply set permissions.
