bypass approval! I think we have a misunderstanding of functionality it sounds like so let me explain.

Those settings are only used on bulk uploads to process a directory of images you already have in place somewhere on your server. The bypass setting is the second page of upload where you approve of the upload the thumbnail page.
This part has nothing to do with whether you have to pay or not. if you elect to set in your usergroup settings that you need to pay to upload an ad then you will need to pay.
