Sometime stays on page 1 of category

I have an inconsistent problem where sometimes while in a classified category a user can not go from page one to page two or page two to page three, etc...

The page reloads but stays on the same page of ads.

Is this a known problem and is there a fix?

what do you mean by inconsistent? I did a quick test and the page navigation seems to work on the few sites I tried.

Sometimes it takes you to page 2 and sometimes it stays on page 1. Sometimes it works ok.
