Secondary categorys not inheriting top level permissions

Is there any way for secondary categorys to inherit the top level category settings? It is getting time consuming changing all of the settings, i.e. usergroup permissions, price of ads, etc. Also, I am going to offer free listings for the first month and after that charge a fee. I don't want to have to go through each category and manually change the price. Is there a shortcut?

Currently they inherit most of their values (like usergroup permissions) from their parent, not the top level category.
