[1.8c] Search Categories selection looks a little odd

The search has an option to search by category. A short list of categories comes up. What's the logic behind this selection? I have many more categories than this. Some actually have things in them. I guess I see that only the top level categories appear, but some of the top level categories didn't appear.

The choices:

All Categories
Europe - Wanted
North America - Wanted
Australia - Wanted

FYI:
Europe-Wanted is empty
There are other empty top level categories that did not appear: For example, "Europe- For Sale" is also a top level category that is empty but it did not appear.

Try changing line 38 in search.php to:

catmoveopt(0);

(remove the ,1).
