AdminCP => vBulletin Options => User Profile Options =>
- Allow vB Code in Signatures
- Allow Smilies in Signatures

If you disable these 2 settings the BB codes, Smiles, and Editor tools in the editor will vanish.

Content visible to verified customers only.

Add After:

Content visible to verified customers only.

This will turn control of this back to:
AdminCP => vBa Gallery => Modify Settings => e-Card Options
