I was wondering, what if I wanted to use images? Can I change it in the skin?

That section of the Gallery AdminCP isn't what defines what links are on your navbar, that just tells it which links to "fix" with the full path, so they will work while the user is in the Gallery.

Those links are part of the vBulletin default navbar template, which uses text links, so you would have to modify that template to use images. Lots of 3rd party skins use images for those.

And when those skins use images, those settings will not have effect, because the bit that it calls from is not in the skin, am I correct?

The settings above are specifically for the nav bar URL's in the gallery. Whether you are using a text link, some funky css or an image, the settings above will work with the url those buttons send you to.

Those settings will still have an effect, because the buttons will still have links attached to them, that need to be updated to the full path.
