But got no reply. Ive been told if you have a verified address you can use paypal. Whats situation on this?

We do not accept PayPal payments for our product - this is because PayPal's policies do not accomidate software distribution via the internet and the fraud rate of users who use PayPal for purchases is very high.

How come vbulletin do but you dont >.< Surely if it was so bad they wouldnt have option

I can't speak for JelSoft, but I can only assume the vB has some kind of special arrangement with PayPal or they are willing to consider the loss of revenue as a part of doing business.
