Placed a buy it now bid for the buy it now price and it incremented the bid by a quarter and left the auction running.

BUY IT NOW is not a bid. If you buy an ad it is ended. Bidding is where you enter a max bid and then a bid is placed. If your bid incremented by a quarter you placed a bid and did not use the buy it now which is a different button you entered a bid.

There is only an enter the bid button - there is no buy it now button. There is a buy it now price - but not a button.

That is fine so your just confirming what I said you placed a bid you did not buy it now.
The buy it now button is only going to show if the user posting the auction put a buy it now price and also filled in there paypal email and set to allow users to buy it now. All those conditions need to be met to show that button.

So what happens if they set a buy it now price but no paypal email? I believe that's the scenario.
The site is about "being local and buying local" - is there any way to make buy it now available without paypal being involved? Even at ebay not all buy it now's are required to be paid for immediately through paypal. So is that possible?

As I explained above in my last post if they do not input the proper info for buy it now then the link will not show. They need to input a buy it now price a PayPal email and turn on the setting to allow buy it now.
Anytime I have bought from PayPal you need to pay either through PayPal or credit card to complete the transaction.
