I just want to get a better understanding of this feature
If photo upload width or height exceeds maximums, resize upload down to max dimensions?
How server intensive is the option? and which is best GD2 or ImageMagic for doing this?
Also if they upload a 4mb file is that also reduced, or does it just resize the dimensions?

1. the processor resizes the uploaded photo to meet your threshold settings.
2. Imagemagick and GD2 are both the same quality wise but from a server perspective IM is better than GD because the latter is part of PHP and is prone to memory timeouts whereas IM is not part of PHP and is not restricted by PHP settings on the server.
3. Filesize is always reduced when a file is resized. ;)

I presume the file size reduction would be in relation to the dimension reduction and not the file size limit set under the usergroup?

A filesize is reduced when the actual file is reduced by the processor this is not in relation to filesize in usergroup restrictions
