Easy one ;)

On last step of install with your vb3 the forum server path was not correct

Simply edit config-int.php and input this for the $vbpath variable in the file

$vbpath="/home/julian/public_html/forums";

That would not appear to be correct as if the path was right in that variable we would find your global.php file in vbulletin please check again

here's what i have:
// We need to know the server paths to both your vB installation and your PhotoPost installation
$vbpath = "/home/julian/public_html/forums";
$pppath = "/home/julian/public_html/photopost";

// We need the URL path to your PhotoPost and vb installation
$url_path = "http://www.keyreef.com/photopost";
$vb_urlpath = "http://www.keyreef.com/forums";

// The URL of your photo dir where your images are stored (with / at end)
$data_dir = "http://www.keyreef.com/photopost/data/";

// If your PhotoPost tables have a prefix, put it here
// Example:
// = "pp_";
$pp_db_prefix = "";

// If you use the mobile phone integration, set this variable to the CatID for the gallery
define( MOBILE_CAT, -1 );

What switches do you have turned on under the settings above?

This below will show you why I am questioning what is truly in the file config-int.php

chdir($vbpath);
require("./global.php");

See we change the directory to the forum directory and load the global.php file in that directory and your error is saying there is no global.php in your forums directory thus I refer to ask is the path right. At least 40% of our customers run vbulletin and the only way you get this error is if the server path to vbulletin so we can load that global file is wrong. If you want me to take a look PM me access
