As of now all comments won't show up before being approved. Is there any way to turn this off?

In comments.php find this
if ( $Globals['adminexclude'] == "yes" && $User['adminedit'] == 1 ) $moderate = 1;
else $moderate = 0;
replace with this
if ( $User['usemod'] == 0 )
$moderate = 1;
$moderate = 0;
