This can only be one of two issues that can cause this.
1. You have input incorrect database information into the user's database spot of the classifieds config-inc.php file to connect and find the vb3 tables.
2. You have not input the correct table prefix for vb3 if you have any when you installed the application.
At any point you need to verify the settings table of classifieds and ensure if your running a vbulletin table prefix you enter it on settings 83 of the classifieds settings table. Now if you entered the same database info on install config as classifieds and you installed them in separate databases then you need to edit the config-inc.php file and place the proper info to access vbulletin database.
You can look at your vbulletin config.php file which is included in the includes directory of your vb install to find out both database settings and prefix

I went over what you said Chuck for 3 hours yesterday and it didn't work. But I figured what the hell lets upgrade. lol, maybe I wouldn't get an error.
Fatal error: Call to undefined function: fetch_template() in /home/thecolum/public_html/pp-classifieds/header-inc.php on line 80
The only thing I have to say is your script is wrong or you need a step by step tutorial. Maybe you can tell people to go into the database in settings on line 83 and mess around. Go figure. Hell I give up

In a fairness here let's go back to when I personally helped you out over the phone. You had incorrect information entered for the user database for vb3. You where telling the program to look for vb3 in the photopost database. I fixed you all up. Then your associate who tried installing it on another server left off the vb3 table prefix and cookie prefix. These are all explained on install. This is all user error and not an error on the install script's part. If you answer and input the proper variables the script works fine.
The error you post above suggests in edit integration settings in admin you have turned on vb2 header integration. You do no have vb2 you have vb3.
Thus either login to admin and turn off the vb2 integration under edit integration settings or edit the config-int.php file and set it to off.
