We use to be able to add HTML within the Category Name and Description Fields but now it does not work in 5.12. It converts the <A HREF= into <A href="

I am able to enter html in my 5.13 cat description field and it displays. You sure you have uploaded all the new files and an old file is not lingering.
I have tested on 3 installs and all 3 render the html image fine

Well, you tested on 5.13, we had 5.12. I'll upload the updated files and see what happens...

This is still happening... I added, "M&M" and it turned it into: "M&M".

Interesting it should parse correctly
$catdesc = htmlentities( $catdesc );
If I enter something like this in the cat description
<img src="http://www.masna.org/images/newlogo-web-sm-w.jpg" alt="" />
It is shown as this above in the cat description box in adm-cats script
On the index page it is shown as an image
So have you tried something like this?

that displays as it should. Seems to be just a few odd characters such as:

well I dont know about special foreign characters how they are treated
You can try changing the $catdesc line to this
$catdesc = htmlspecialchars( $catdesc );
Testing as I did above everything shows fine.
