There is no specific setting for something like that.
Now if you disable comments or uploads of photos to the regular usergroup and you take advantage of the
vb usergroup promotion thing you could theoretically make a usergroup that people after reaching 15 posts go into.
You would then set usergroup permissions in the gallery that allow uploading or comments for the new group.
