No those are not the instructions for upgrading from 8.02 to 8.22
The announcement is always just the changes since the previous version which would be 8.21
You will probally want to upload everything except the 2 config files and run the upgrade and do the 8.0-8.1 and 8.1-8.2 upgrades as well as redo your
vb plugins as if you read all the release notes back to 8.02 you will see there are many changed files directories and a few upgrades. The file in the documentations folder called changelog.txt has all the changes which is nothing more than our release announcements.
