PhotoPost Community - View Single Post - Give moderators ability to make index thumbs?

I know that I can make an index thumb with an image so that it shows as the photo on the front page of my gallery by each category. I assumed everyone could do that, but it appears that it is an admin function. Is there a way to give certain groups permission to do that without giving them full admin permissions or can only admins do this?
