I would suspect without actually seeing a proper url to your install that you have improperly specified maybe your
vb table prefix or database info something along that line incorrectly. Therefore you see the error you see because your debug setting is already on. Only an admin would see the true error however since you have incorrectly installed and we can not authenticate you all you see is the generic displayed debug message.
