Have you upgraded all your files? For instance there is no description field in the settings table in our newer versions. There is no reference in our downloaded files to a settings table description field so first upload all the new files. Next if you still have issues then see below. But based on your attachment you are trying to use an old classifieds adm-misc.php with the new versions. That simply not going to work.
Therefore did you run all applicable upgrades? That field was removed in the 3.0-3.1 upgrade. If you continue to have issues then post a site url.
