You can not run that script in your browser.

That script is designed to be used by our script only. It is a cron task that runs silently in your browser in the footer of the site when your site is being accessed thats why that function is found then.

If your trying to setup an automated server level cron you would include the sendnotice.php script which is a self contained script that does the cron through the server level.

There really is no reason to run either script in the browser but if you choose to for whatever reason the script would be sendnotice.php not cron.php.
