Here's the link - I have it configured so that anyone can do it (even non-registered). It will tell you that you have to register.
It works for me as Webmaster.
I tested it with a special usergroup I set up a long time ago (Supporters), and that user group does show up in the pp admin for editing categories, and they are selected.
