PhotoPost Community - View Single Post - picture comment "private notification" only works for admin?

Ok, when someone comments on my picture i get a PM notification, but none of the members on my forums get it? I have looked everywhere for a setting to adjust that, and found no info online... Is it a bug or a setting i just annot find??
