| zipdata number of rows

I created an issue when I attempted to upgrade the ZipData with the Classifieds Upgrade. After deleting my zipdata table I discovered that the reason it wouldn't work is that the config-inc.php file wasn't being called within the function itself, so I added it around line 1500 of the upgrade.php file.
I looked through the install.php file and used the sql command to manually re-create the zipdata table. Then was able to import the zip codes via the upgrade.php file.
However, I noticed that the resulting table seems smaller than it was. I thought it used to be around 8mb, but not it's just over 4mb and has 70,601 rows. Is that correct?
