inc_ads.php only shows ads with photos. So I suppose you would need to write up a file you can use in your CMPS. I do not know whats posted in the mod corner but you might want to take a look there.
How we handle getting thumb images for ads without images you can look in the get_imagethumb function in pp-inc.php
