My configuration:
vbGallery 2.4.3
vBulletin 3.8.1
MySQL charset UTF-8 Unicode (utf8)
vbulletin charset UTF-8

I have the similar problem. See attach.
I noted that if I disable "Member Block" module than it looks ok (mem_block_disabled.jpg).
