Are you sure that's a complete list of changed files? I did a diff, and found the following files different that are not listed:
uploadproduct.php
forums/threads7.php
And that's compared to the last build of 4.03. Some customers may have original 4.03 build, and may need more files to upload to upgrade to 4.04.
When I compare to the initial 4.03 release, I also see differences in:
header-inc.php
languages/english.php
templates/profile.tmpl
templates/vb3enhanced/profile.tmpl
