If I turn off VB3 Enhanced options in Admin>Integration then I do get a comment box, but if I turn on VB3 Enhanced the comment box goes away -- but only when the comments.php page is displayed.

When I turn this vb3 enhanced option off the Quick Comment box in showproduct changes from the usual VB3 box to a simplified non-VB comment box.
