Users can only assign albums to their own albums or categories you create. There is nothing wrong with the link you provide a user has assigned his album to the members gallery it does not display under others galleries.
One thing I see wrong in your gallery is why is your members gallery category 4 it should be cat 500 and you can not delete category 500 so if you manually removed it somehow that can throw a monkey wrench into the code.
