Ok this seemed to have fixed it. I will write this off as being a permission goof on my end...I just wish apache would let me know
One thing I did noticed that my recent photo section is not updating.

I just uploaded a picture and its not showing in that section. I did not copy over inc_features.php and inc_photopost.php from the previous upgrade...I have a feeling that this is my problem.
