Callback is used in shopping carts with paypal shopping carts I beleive their is no way paypal is going to auto forward you anywhere with a normal paypal window.
IPN is something different. You can place in your paypal settings somewhere your ipn url and this would be the payment_verification.php script url
The script works fine as it is written and no user has complained about 3.0.
