This tells me on install you did not specify either the correct vbulletin database info on the user database config portion of install or on step4 you did not input the proper database table prefix for vb.

As far as missing images if your using a custom vb style you need to alter your style properties in vb admin styles to be full urls to image directories not relative paths.
