At the moment each usergroup has a set amount.

- I created a tree of access myself and place members in each group.
Guest no upload
Member 15 MBs of space
ScrnShots 50MB of space
VIP 100MB of space
Admin Unlimited

I'll spin around your idea on "take ownership". Perhaps a custom upload amount per user that overrides usergroup settings.
