I am doing a country-online type of website and many pictures will from certain locations but posted by different users under their own albums. How can I organize them by location so users can browse them just as they would browse a user's category:

The keywords features is different, but it would be nice is certain topics were cached and displayed as the user galleries are displayed. In my case, people will look for picture from a particular region first, not from users.
is there a solution for this or am I missing the obvious? I hope I am
I will use the apache rewrite option.
