I just had the same problem as described in this thread, very frustrating, but now I know why it occured, maybe this will help others figuring this out.
It looks like it's simply a miss-print in the Control Panel that causes the confusion.
In the (PC 2.6) control panel, Admin Options, there is a selection

After setting this to yes, my users get the delete option, but it had no effect on deleting images, which was already available.
