I know that is the case. The question is why and is there a way to allow that?

You see, in my case I expect a lot of anonymous users to post and I encourage that. I know they are using that lower form to post a rating. Since the radio button 1-10 ratings are averaged for all to see, my end result will be a rating that doesn't reflect the actual rating left by all users on a particular product. Instead the first person to post has a major affect on the rating number.

The thing is it looks like a bug. The "Rate this product" text appears in the table yet the radio button are not to the right of the text. I'd think that if it was designed that way, the text that goes with the radio buttons would also be removed. What I'd really like is to allow the buttons to display with the form regardless of whether somone is logged in or not. Is there anything I can do in the code to change this?
