Thanks Chuck, you steered me far enough in the right direction. Turns out my GMT offset wasn't updating due to wrong file security settings when I moved servers. I changed it manually and now it is working correctly. The offset number is wrong, but I am sure the GMT offset in PHPBB is also wrong, so I'll play with both of them, but at least the displayed date and time are now correct. It is also saying that users registered in 1900, but I am sure that is a product of how PHPBB is storing reg date info since the Nuke tables are correct.
