Well I think Michael was just giving a suggestion usual errors as that suggest your forums path is incorrect. Is it also set correctly in your vbulletin admin options the url to your forum is correct?
If you dont get the error I dont see why someone else would that would seem to be a pretty global error that has nothing to do with being logged in out or usergroup issue.
