That's not what I mean. Maybe I'm asking the question wrong. I want to set a different default to the menubar item that says "Sort By" and gives you a drop down list of the choices like Most Active, Most Recent, etc. I want to set it to $sortid = 8 on all categories.

This is not an admin => edit categories option. You can only set top level categories order in admin => edit categories.
