the forums folder has nothing to do with your vbulletin install at all it is a folder under our classifieds software which houses all our integration files.
Your line 25 error as to do with either entering incorrect user database info on the first step of install to connect to vbulletin and or on step 4 your mysql table prefix for
vb was not entered correctly where asked.
