You should never have to login to adm-index.php if cookies are set correctly as your login will be integrated.
If you are absolutely correct your cookie settings are the same check to ensure you have placed in the photopost config-inc.php file the $vblicense line has the correct
vb license number placed in there. This is needed for login as well
