To be honest, I would've sworn it could do it and I would've lost a huge amount of money if somebody had made a bet about it. I also remember the topic coming up in conversations a long time ago back in the days when the product was being polished from a 'beta' release to a 'gold' release and based upon feedback from people that the feature was added.
Jump forward and it turns out this same topic came up in conversation this weekend in the staff forum. In the ACP the requirement to have the URL to the /files folder breaks the ability to have that folder above the exposed public html folder.
I'll keep it on my list of things to explore but at least for the short term it can't be done as-is.
