As stated you need to make sure all users exist in the Photopost user database. You might need to also change there usergroups to default 4 for any special groups that dont exist in photopost.
Next you can clear every usergroup out of reviewpost and classifieds usergroup table and do a refresh usergroups thing to import the photopost groups and set permission how you want.
