I would suggest manually viewing the usergroup table and delete all id's except admin which is 5. Manually change that usergroup entry to 6 and then you should be an admin and can login and go to edit usergroups and refresh usergroups to import the rest of the vbulletin usergroups.

I find it odd your values are not written to the database. What PHP and MYSQL version are you using?
