Chuck, that was hard work. Thanks for the help. I got all sorts of errors with the upgrade, such as when a /forums/.php file was not found.
I fixed that by reading the upgrade.txt file, which says that one needs to run the following script again:
upgrade.php?upgrade=40&step=2&fixvbversion=1
That worked. Then, I tried to create a new user account directly in phpmyadmin. That did not work, so I registered via PP registration system and then edited the user to an Admin account.

This does not work. There are only 3 usergroups:
1. Anonymous, 2. Admin, 3. Regular Users.
Why does the system set a new user to usergroup id of 4?
