With imagemagick to my knowledgw IWAM and IUSER permissions need to be granted on the cmd.exe file as well as data and uploads directories.
I mean is the path to imagemagick in your path in phpinfo?
Did you remove the profile statement I noted? If you get error code 1 you do this
If your getting error code 127 the file is not being found.
