You can always in Admin check to recount photos and comments. However I just found another photos with comments. It is not hard to beleive out of 2300 you have only 48 comments. Your thinking it should be less.

Possibly you deleted comments or users etc and never updated the counters.
In Admin => Scan Database you can select recount photos and comments
Also make sure if you want to see changes right away to turn off in Global Options the cache timeout set to 0
